I got some Fender Vintage Noiseless Jazz Bass Pickups on eBay for a
very nice price, but there is no spec sheet or schematic and I can't
find any info on what pots I need. My tech thinks they might need 1024k
(or 1M) pots for the volume controls and 512k for the tone. Does that
sound right? Any ideas?

Did you check the Fender Website?
Lots of schematics and info there.

I promise I'm not stalking you, but are you sure you really looked there?

Because I did, (I'm sleepless, that sucks...) and I found out that if I
wanted to use the wiring of a 60's Jazz bass (most passive JB's are
like that) I would use 250k pots and a .05 uf Capacitor on the tone control.

Homework: look at the stewmac.com site for a guide to what different
values of pots do to the tone.

No problem on the stalking issue. ;-)

Well, yes, I did download the 60s Jazz schematic (my bass is a MIM 60s
reissue that is probably wired identically) prior to posting here. I
realize that I could use 250k pots and a .05 uf Capacitor on the tone
if (and only if) I was using conventional single-coil pickups; however,
these pickups I have are stacked humbuckers.

Now, if I understand things correctly, according to the Fender website,
both the bridge pickup and the neck pickup of the Vintage Noiseless
Jazz Pickups set carry these specs (note that I'm not a trained tech
nor am I an electrician, so please be patient):

Vintage Noiseless Jazz (Neck)
DC Resistance: 12.0K
Inductance: 4.5Henries

Vintage Noiseless Jazz (Bridge)
DC Resistance: 12.0K
Inductance: 4.5Henries

By contrast,

Custom '60s Jazz Bass Pickup (bridge):
DC Resistance: 7.4K
Inductance: 3.25 Henries

Custom '60s Jazz Bass Pickup (neck):
DC Resistance: 7.1K
Inductance: 3.18 Henries

Does this information have any impact on my wiring scheme?
